It is an item that is not in that pack. If they remove something or if you are playing a light version of a pack this can happen. So instead of the item you get the placeholder.
Alternatively it's a misspelled ID. Stoneblock would often give you components for the first 5 tiers of solar panels, but due to a spelling error in the ID, the 5th tier would be a placeholder item.
BQ does this when the item can't be loaded due to either a missing or incorrect item ID. Better than having it destructively erasing itself. If the mod gets reinstalled at a later date it will automatically restore itself otherwise you'll need to have the pack dev replace or remove the missing item entry.
Reminds me of MSB3 where I would constantly get rewards for a mod that removed said item in an update before my version of the pack. Didn't bother me much though because it was the mod I hated most from that pack.
You are looking at the words:
"Original ID: wificharge:personalcharger/0"
I also see flux energy storage and AE2 in the image, some grass and wood planks from immersive engineering? Also some oak wood.

Actually though, the item/block it wanted to give you is missing. You'd have to provide more information than "What am I looking at" to answer why exactly that is in your case though.
May I ask what pack this is?
