It might be because your programs file has an apostrophe in it (Programma's)

That's a bug in Unity then, OP should report it so others aren't impacted.
Should note that Unity cant have an apostrophe in the editors path at all. Found that out when trying to have a Unity's folder
You could try closing unity and deleting the library and temp folders, which will basically do a reimport. Not saying that would fix it, but there's a chance
OP figured it out but judging from the message it looks like Unity is trying to do the C# compilation it does whenever your code changes and failing to launch the compiler. (CSC is the name of the C# compiler IIRC).
So from that it seems reasonable that there's some sort of issue launching the tools rather than a project issue, though my first thought was to check Visual Studio Installer to make sure the .NET build tools were installed.
FWIW I've never seen a case where Library and Temp folders cause problems, even if you fill them with garbage (I've had SVN repos where these folders were committed so you'd pull them down, Unity would get mad and regenerate them because they got messed up).
